RSO UPDATE - December 15, 2023

Updated Minimum Distances for Steel Targets and New WTBN Ironman Range SOP

Range Safety Update: Due to changes in SAFETY OF USE MEMORANDUM 15-23; POLICY FOR STEEL REACTIVE TARGETS and the new WTBN Ironman Range SOP dated 12-14-23, the QSC has revised our safety guidance on minimum engagement distances for steel targets. QSC guidance goes above and beyond the SOUM guidance.

Effective immediately

Minimum engagement distances for portable Steel Reactive Targets (SRTs)

  • Pistol - 10 yards (No pistol magnum calibers, FN 5.7 or +P ammo on steel)
  • Pistol (Braced) / PCC / Rimfire Rifle - 25 yards
  • Shotgun (Buck / Bird Shot) - 11 yards
  • Shotgun (Slug) - 55 yards
  • 5.56mm / .223 Ball - 110 yards
  • 7.62mm / .308 Ball - 165 yards
  • .300 Win Mag - 410 yards
  • No dueling trees, Texas Stars, or other gimmick-like targets
  • Steel shooters may be segregated to one side of the firing line or other, and with a minimum lateral distance of 6 feet between steel shooters

Exception: SAT Range Matches (only) allow Pistol and Pistol (Braced) / PCC calibers (9mm, .40 and .45 ACP) and Rimfire Rifle / Pistol (.22LR) at a minimum of 7 yards. Previous Range Control determinations and safety reviews support the logic.

RSO UPDATE - February 12, 2023 - Updated Shotgun & Rifle/Pistol Sign-In Sheets

  • QSC has updated the sign-in sheets with newly published DODICS
  • New sheets are dated January 2023
  • All previous sheets are obsolete and should be discarded
  • Pre-printed sheets are filed in the clubhouse that RSOs can use to replenish their supplies
  • The new sheets are also on the RSO Documents page

RSO Update - January 24, 2023 - Updated Range 2, 3 & 4 SOPs and New DODIC Listing

  • Range Control has published new SOPs for Ranges 2, 3 and 4. They have been uploaded to RSO Documents
  • Range Control updated the DODIC listing and added several calibers. We will modify the sign-in sheet and upload the new sheet to RSO Documents 

RSO Update - January 9, 2023 - RSO Rollover Reporting

  • To clarify and confirm:
    • The OIC and RSO are identified to Range Control at the time you occupy a range to identify those responsible parties should an incident occur
    • If an OIC or RSO want to shoot, you must then "rollover" a new OIC or RSO to the duty
    • You must radio in the rollover to Range Control and have them approve the substitutions each time there is a change to the responsible officials
      • Range Control checks the new OIC / RSO against their rosters to ensure the person is authorized for the position before confirming
    •  You cannot call in all RSOs in mass
      • MCBQ and Range Control must have an identified OIC and RSO, who are then the responsible officials should an injury or incident occur or an investigation be required
    • This rollover policy has been verified by the BOD with the MCBQ Installation Range Safety Officer and confirmed as being correct

RSO Updates - June 4, 2022 - Updated Minimum Distances for Steel

Minimum engagement distances for portable ballistic steel targets (Changes in Red Text):

  • Pistol - 10 yards (No pistol magnum calibers, FN 5.7 or +P ammo on steel)
  • Pistol (Braced) / PCC / Rimfire Rifle - 25 yards
  • Shotgun (Buck / Bird Shot) - 11 yards
  • Shotgun (Slug) - 55 yards
  • 5.56mm / .223 Ball - 110 yards
  • 7.62mm / .308 Ball - 110 yards
  • .300 Win Mag - 320 yards

(No dueling trees, Texas Stars, or other gimmick-like targets)

Exception

Logic

Recent spalling incidents during Rec Fire require updates to previous steel safety guidance.

Notes 

As always, if the OIC/RSO sees safety issues, they can eliminate that target system or have it moved to a farther distance.  Target system QSC SOP requirements remain unchanged (AR500, min 3/8" thickness, and reactive (20 degree angled, or free swinging, and non-fixed).

Thanks for volunteering, ranges do not open by themselves, it is our dedicated RSOs that “Make it Happen”.

RSO Updates - July 18, 2021 - Updated Sign-In Sheets

  • The Rifle / Pistol Range Sign-In Sheet has been updated to include the MCBQ changes to DODICS. The updated sheets no longer have any "CV" DODICS, all are now "CI"
    • If you have any sheets with CV DODICS, they are no longer valid and should be destroyed
    • The sheet has been updated to remove the range fee category as ALL GUESTS must report to the clubhouse to execute a waiver and pay the daily range fee
    • The sheet has a Version Control statement at the bottom right, which relates the date of the form and that all previous are obsolete. We will update as required
    • The sheets will be printed and available at the clubhouse, and a copy of the form is in the RSO Documents section of the website 
    • The Shotgun Sign-In Sheet has been similarly updated, available in the clubhouse and posted to the website

RSO Updates - June 4, 2020 - RSO Briefs, Proctoring & RSO Document Updates

  • Tim Hichak and Clint Anderson are now certified to Proctor the RSO Exam for QSC member's seeking their RSO credentials. Please contact us to set up the exam at staff_mailbox@quanticoshootingclub.com
    • Clint Anderson and John Monaccio tested the new Proctoring process and it was flawless! This now allows the QSC to do testing oversight in the clubhouse for people working towards their RSO certification 

RSO Updates - May 20, 2020 - A Note from the QSC President.

We need your help! 

RSOs are the lifeblood of the club and we are struggling to entice enough RSOs/OICs to open ranges to meet member needs. I want to personally thank each of your for your sacrifice in becoming an RSO and spirit of volunteerism by donating countless hours for the success of the club. I also find myself having to ask you to dig deeper, step up and consider opening ranges so we continue to provide value to our members.

I understand the stress of being an RSO being one myself and as the Club’s Chief RSO. From seemingly being taken advantage of by having the same RSOs opening ranges weekly, to the change in rules now requiring 3 RSOs/OICs if any want to shoot that day, to unexpected range closures (recently Range 1), we stand on the front lines while trying to remain agile when information flows so late. We will continue to face these challenges, as well as COVID-19 restrictions, as we navigate the summer shooting season.

The Board has been incredibly active trying to solve business operation, process and SOP issues while addressing restrictions such as visitors and the 3 RSO rule if shooting. I personally discussed the 3 RSO rule (twice) with Range Control and while they understood the Club’s concerns, safety was the overriding mandate and Range Control would not relax this restriction. Clint Anderson had face-to-face meetings with PMO representatives to discuss the visitor policy and how we can easily get match attendees onto the base. We’ve made headway and posted results on the website’s News and Update page.

We reward our RSOs through no cost membership renewals when they open and operate 6 ranges (including at least one recreational fire on Range 1, Ironman Range or Shotgun), as well as other incentives such as Yeti tumblers, electronic ear pro, etc.

We are all facing challenging times rand we will continue to face them until the COVID-19 restrictions are eased and eventually lifted. Although QSC is a non-Federal entity, we are governed by Federal, DOD, USMC and MCB Quantico regulations.  It should come to no surprise that being aboard any Federal installation, especially a Marine Corps installation that the rules for operating aboard them with weapons are strict. It is the intent of the Quantico Shooting Club (QSC) to provide a safe and accessible shooting facility for its members, and when allowed their guests.

I know we can’t always be out there every weekend opening ranges, however, if every RSO opened up one to two ranges a month, we’d have RSOs standing in line to open ranges. In spite of the more stringent OIC/RSO requirements, and although it will take more coordination, it is not that difficult to team up with three of your fellow RSOs to pull off a very successful day of shooting.

As we receive additional guidance from the base commander, and as the COVID-19 restrictions are eased, it is our intent to get the club back to normal operations and to open as many ranges as we possibly can. As most of you know, Thursdays are our cut off for submitting ranges to range control. As of right now, we need between 10-15 RSOs per day to open the ranges on Sat and Sun. Can we count on you to volunteer your time for this weekend? Rest assured your efforts will not go unnoticed, and you are appreciated more than you can imagine. Let’s get ball rolling, send your request to the CRSO and we’ll see you out there this weekend!

RSO Updates - May 14, 2020

We have asked Range Control to extend all RSOs whose credentials expired in January through May of 2020. We are awaiting their consideration and will update RSOs when a decision has been reached. As a reminder, QSC RSOs have not been able to attend the required briefings due to the COVID situation.
